End-of-Life Vehicles (ELV) Directive 2000/53/EC 

Content

The aim is to reduce the environmental impacts of vehicles at their end-of-life by improving reuse, recycling, and recovery. It establishes requirements to prevent waste from vehicles and promotes circular material flows. 

Key aspects

The directive includes restrictions on hazardous substances, design for dismantling, and minimum targets for reuse and recycling rates. The directive also ensures proper collection and treatment of end-of-life vehicles through authorized systems. 

Applicabitity

It applies to passenger cars and light commercial vehicles, targeting manufacturers and treatment operators, and primarily focuses on the end-of-life phase of products.

A revision is expected in 2027 with as target a transition from a waste-focused approach to a fully circular lifecycle for vehicles. It strengthens eco-design requirements, promotes the use of recycled materials, and improves reuse, recycling, and traceability. Overall, it aligns the automotive sector with EU circular economy and Green Deal objectives

EU Battery Regulation (EU) 2023/1542

Content

It aims to ensure that batteries placed on the EU market are sustainable, circular, and safe throughout their lifecycle. 

Key aspects

The regulation includes carbon footprint reporting, minimum recycled content, durability and performance requirements, and enhanced recyclability. It also introduces obligations on due diligence for raw materials and requires battery data transparency through tools like the Battery Passport. 

Applicability

It applies to all battery types (including portable and electric vehicle batteries) and targets manufacturers, importers, and other economic operators across the value chain.
